The Settled Land Hill was considered in committee, and several amendments of no great importance were agreed to, and the Bill was reported with amendments. Mr .Reynolds' motion to allow access to the committee of tho House to inspect- the journals of the Council relating to the <Joverninent loan to Local Bodies Bill was agretd to. The Administration Extension Bill was read a second time. A message from the House stated that the Parnell Cathedral Site Bill h id huen passed ; aKo that tho Council's amendments in the ]<"ir-t Offender's Bill had been agreed to. The Civil Service Reform Bill was further considered in committee. A new chunw- in place 6f clause !), giving power to the Colonial Secretary to appoint cadets, was eon- ■ derei. Dr. Grace moved an amendment that cadets be appointed ty competitive examination yearly. The Council adjourned for dinner.
