London, July 28. The Marquis of Hartington and Messrs Goschen and Trovelyan have distinctly declined the overtures made for coalition.

It is understood that tho position of Foreign Secretary in the new Ministry has been offered to but declined by Loid Lyons, tho present British Ambassador nt Paris. It is definitely stated that tho Marquis of Londonderry will be appointed Lord Lieutenant of Ireland ; Sir Michael HicksReach, Chief Secretary for Ireland; Loid Randolph Churchill, Chancellor of tin* Exchequer ; Earl Iddesleigh, Secretary for Foreign Affairs. A meeting of the leaders of tho Liberal party was hold to-day, at which it wan resolved not to take any action upon the assembling of Parliament, but to await the delivery of the Queen's Speech before deciding upon the cour«e to be pursued in opposition. It is understood that the meeting agreed to assist the Government in the passage of the supplies. London, July 29. Mr Chamberlain has made a statement fully endorsing the promise made bf the Marquis of Hartington to support the Conservative Administration in dealing with the Irish difficulty. The further appointments in the new Ministry include the following :— Lord Halsbury, Lord High Chancellor ; Mr W. H. Smith, Secretary of State, for War ; Lord George Hamilton, First Lord of the Admiralty.
