Crisis in Austria.
They h.ive a "crisis" in Austro-Hun-gary which it is difficult for foreigners exactly to understand. The trouble first arose out ofn fiscal difficulty between the two portions of the dual monarchy. There has been seiious noting in Buda Pesth, the capital of Hungary. The riots have been actively prosecuted by the Socialists, and have take?) an "AntiSemitic" turn. That is to say, the rioters are directing their efforts against the possessors of property. An agitation has also begun for the formation of a national army. Mr Gladstone has often quoted Austro-Hungary as a model State in justification of his Irish proposal*. He has k"pt in the background the fact that Aubfcro- Hungary is under strict military rule, the military centre being- at Vienna. Rooont events have nsaJe it evident that Austro-Hun-gary can only remain a united Monarchy under this condition. Austria has no idea of giving; up Hungary. Her statehinen know that such a surrender would play into the hands of Russia. Mr Gladstone has no Mich compensation, but would leave Ireland at hbcity to place herself in the hands of any foreign Power which might wish to wreak a grudge against England.
