WEDNESDAY. Thb Council met at 2.30 p.m. The Counties Bill w.is further considered in committee. Clause 151 dealing with special rates was amended >o as to provide special hhall not exceed three farthings in the pound on the capital value. A number of clauses weio agreed on. and the Council adjourned at 5 o'clock.
