Monday. The Order Paper is now rapidly showing nigns of the " beginning of the end," and its proportions are gradually lessening. Unfortunately for Mr Baltance, the Wang.mui Harbour Rating Bill, of which he has charge, immediately follows the Xesv Plymonth Bill, and is for a similar puiposo, namely, to borrow £ 10,000 for h.ubour improvement. If the New Plymouth Bill .should then fore be again talked out on Thursday, a similar fate is likely to happen to the other bill, as their relative position on the Order Paper cannot be altered. The Civil Service Reform Bill is not expected to .survive the ordeal of the Legislative Council, and few will i egret its defeat at the hands of that august body. The saving of £30,000 which the Pre'iu^r promised to eflect by the bill is considered all moonshine.
