WAIPA COUNTY COUNCIL.

The ordinary meeting of the council was lreld at the chambers, Ohaupo, onTuesdav, July 13th. Present : Crs. German (chairman), Kiddlor, Hunter, Smith, Teasdule, Grico, and Lang. The usual preliminariis of minntos and ontward correspondence, being disposed of the engineer made the following report : To THE CIIAIHM W W.UI'A Coi'NTY Council. Sir,— l regret to report that principally owing to the bad weather dining the past month, contractors have made but little headway with their respective contracts. The work of removing (htfoid's Uiidgo and filling in the gap has not advanced any since the last nieelinj? of the coiincil. The hill is getting very bad, and should wet weather continue a poitmn will have to be rascined. I have popped the contractor for grading in Kangiaolua. The woik is nearly completed, but to h.no continued carting over the Jillniir would .simply have rendered tins poi turn of the road impassible. The Kihikihi-Te Aw.unutu nud has bvn considerably cut up by the heavy tiatlic during the wet weather. The sum of JJI-1 has been expended on repaid in order to keep it in n passable condition, and there is every prospect of a further sum being required k for this purpose. I wish strongly to urge upon the council the necessity of taking into consideration the question ot limiting loads carried by waggon*, and also the width ot wheel tires. It will be impossible to keep certain roads open for traffic unless something be done in this matter. It is no uncommon sight on the road to .-cc a tourwheeled waggon, the tires of which measure barely two inches, loaded with from 40 to oOcwt., and drawn by four and five hordes. A waggon or two of this description on any olay road is quite sufficient to cut it up to such an extent as to make it unsafe for any other class of vehicle, iwhen with lighter loads and broader tires the road would be quite capable ot carrying the traffic without difficulty. I may say here that in the old country— in some places at least— waggons of- this description were limited to a gross load of 34cwt., further that the tires be not Wm than five inches wide and cylindrical, otherwise they were charged toll at the rate of 9cf per hoi^e. Mangapiko Bridge, Alexandra : When I inspected this work last Tuesday the contractor had .still some bracing to fix and fencing to complete. I recommend an advance of £4 r ) on this job. Hamilton-Whatawhata Swamp Drain : 1 expect the whole of tins woik will be completed before next meeting of the council. I met an engineer from the Survey Department and went over the works with him. I have since received a letter from that office, intimating that an advance would be made on the woik by the. Government if the council desire it. The necessary papers were then made out for the sum of £117, which has been forwarded to the proper quarter. I hand in the correspondence I have received in connection with this matter. The decayed box culvert near Pukete school, the leinstatement of which was authorised two meetings ago has been finished. I recommend tfre payment of the amount of 4M due for the work. The contractor for painting the Cambridge bridge has failed up to this time to complete his contract. I have written and telegraphed to him, besides seeing him several titties. On the.se occasions h& expressed him.self as billing to complete the work, but fails to complete hi.s promise. He sent me a telegram on Tuesday last that he had finished the I went over on Thursday to inspect the job, when T found that all he had doJio wa.s't'i paint the inside of the bottom chords. He promised to meet me there tohat day, but he did not come. With the sanction of the council I will put on men and finish the work at his risk. Teasdale a .sum of £2.1 was authoiL-ed to be expended at the di-cietion of the engineer. — Newcastle Ro.ids : — Cr. Kidler called attention to the state of the Wh.itawh.ita road, and the engineer was directed to repair the hole.s, and also to invite tenders for maintaining during twelve months about H miles of the Haimlton-Ngaruawahia road, in the vicinity of the racecourse. Authority was al.so gi\ en to replace two wooden culverts near Whatawhata. Width or Tikks. — In accordance with the lecoujmendation of the engineer Cr. Germann gave notice that at the next meeting he would movp that a by-law be made regulating the width of wheels, Crs. Smith and Teasdale to be a. committee with the engineer to report to the next meeting as to what regulations should be made to prevent the present practice of taking heavy loads on narrow wheeled vehicle?. Clkkk's Boxdh. — The cleik .submitted his bonds, which being approved, were ordered to be again lodged in the bank. Tuhikakvmka. — Instructions were given to the engineer to imite tenders for the works in Tuhikaianiea postponed at last meeting. Cokuk^pon'DKNOK. — A letter wa" received from the Ngamaw.ihia Town Board re the state pf the punt rope. The engineer was directed to spend £2, on the town board upending a like bum, towards its repairs. — A claim was received from the Cainbudge Town Board for the license fee paid by Mr McNicol.— The Council consideicd they were entitled to the fee, and the clerk was directed to inform the town board accordingly.—A letter was received from Mr A. Ligertvvood, complaining of the action of the Inspector in the matter of the rabbit nuisance.— The clerk was directed to forvrard a copy of the letter to the Inspector, and also the Colonial Secretary. OODLIN Mom—Cr. Teasdale moved and Cr. Hunter seconded, ''That the council recommend to the Government that the Act should remain pei missive, local bodies having the power to bring it into force at the desire of orchardi-ts."— Carried. Road Closino.— Plans, &c, of a road proposed to be clo-ed in the Hamilton district were submitted to the council.— On the motion of Cr. Kidler, the action of the ratepayers was continued. Petitions.— A petition was received fmin certain ratepayers in the Manga piko Road District, praying that the district be merged in the county.— The petition was received, and oidered to be laid on the table pending the lapae of the ten months prescribed by law; _ _ Hospital Board.— Cr. Germunn reported what had transpired, at the Hospital

Teasdale was ad\ised to move by petition as pro\ ided by the H \twsr Act, which he uudeilook to do at next meeting. Mu Conns Clum.— The contractor for giavelling on tho Ale\andia-Te Awamutu v M<l (J. C->n»\) waited on the. council for ■onie further payment for tho woik he had done. -Cr. Tvasdale urged that as a misun(ler>taiuiiu^ had ewdently taken place, Mr Conn should bo paid the \alnc of work done. — Cr. Smith denied giving the contractor any instiuctions to go on without approval of the engineer. — Tho engineer a.so distinctly laid the blame on the contractor for going on with the woik against his clear instructions. — Cr. This concluded the meeting, and the council rose.
