FRIDAY. Tiir Council met at 2.30. Mr Batligate presented a petition fn.m members of the J baptist Union of tl c colony, praying that more stringent measures should be framed for tho better protection of girlis and young women. Mr Chamherlin moved a motion to the effect that evprv encouragement should bo given'to manufacturers by the imposition of protective duties Mr Bathgate, in a lengthened speech, supported tho motion. Mr Steveni moved tho previous question, which was lo^t, tho voting being : Avi-'*, 12; noes, 23. The mution was therefore carried. Tho Wyndham Show Grounds Reserve Bill was read a second time. The East and West Coast Railway Construction Bill was read a second time on a division by 25 to 3. Tho Council adjourned at 5.
