THE MARQUIS OF HARTINGTON. London, June 17.
The Marquis of ll.irtington has issued an address to the electors of the Rossendale division of northeast Lancashire, in \\ hich he urges that it is necessary Parliament should represent the whole kingdom, and that the powers conferred on subordinate bodies should be delegated, not renounced, the right of control being reserved to Parliament. His Lordship further contends that such bodies should administer justice, by the authority of a responsible Parliament.
