WAIPA COUNTY COUNCIL.
The usual monthly meeting of the Waina County Couucil was held on Tuesday at the Council Chambers, Ohaupo. Present : Crs. Germann (chairman), Corboy, Fisher, Smith, Grice, Teasdale, Lanp and Moncneff. The county engineer, Mr Armstrong, read his monthly report as follows :—: —
To thk Chairman Waha Colntv Council. Siu,— l beg to submit the following report on works in the county for the past month. Works completed hince last meeting of the council: Contract No 23.— Forming, gravelling and ditching near the racecourse reserve Hamilton-Newcastle road i«. completed. This piece of work the contractor has to maintain for 2 months. I recommend the payment of £14 on this work : Contract No 38. — On the same line of load foi furniiugand lepaii ing.ippi oache-* to Hall's, Thomsons, and Willougby'.s bridge* it. finished. These works have however to be maintained for 12 months. I recommend the sum of £7 to be advanced on that job • Grading at Rot<>rangi. — The contractor has completed this contract. I ha\e not yot had an opportunity to measure up the load. I recommend that a payment of £~>o be made on this contract : Contract No 3D.— Giavelling, ditching &c, at Narrows Bridge, this contract has also been completed, the contractor hating to maintain the work for 12 months. I recommend that the sum of £22 be advanced on this contract. Works in progress : Contract No. 43, removal of Gilford's bridge.— This work fyis not been pushed on as fast as I would have liked. The wet weather during the month has, to a certain extent, caused delay, the contractors also losing some time at the start. I may add that since the diversion of the creek the road here has never been flooded in the highest flood". Contract No. 3">, grading near Rangiaohia. — The contractor forth's job has made considerable progress, and should the weather keep tine will finish in a few .days. I recommend an advance of £21 on this job. Contract No. 29, bridge over the Mangapiko at Alexandra. — The contractor for this work expects to have the road open for traffic before the end of this week. It would have been completed to this extent sooner, but some time was lost through wet weather. I recommend the payment of £70 to the contractor. Whatawhata Swamp Drain. — I have arranged with Mes«r» Dillon and Hicky, the contractors for the second section of this work, to open up the outfall at the lower end of the creek at the rate of 8s 6d per chain. I recommend an advance of £10 on this woik. The No. 2 contract is not yet quite finished. In accordance with instructions, I have forwarded copies of plans and specifications of this work to the Assistant-Sur-veyor General, Auckland. A number of small repairs have been made to culverts in various parts of the county as well as repairs to the roads. The road from Frankton junction to the Hamilton borough boundary has been repaired. Portions of the road between Hamilton and Newcastle, Ne*vcastle and Stone's corner, also Alexandra to Te Awamutu, and culverts repaired at Orakau, Te Rore, and near Whatawhata. Referring to the uncompleted contract for painting Cambridge bridge, I have seen the contractor, and he has expressed his willingness to finish the work forthwith. In accoidance with instructions, the pipes for Mr Day's diain have been forwarded to Whatawhata, and also the timber for the gate crossings. These works, it is expected, will be completed before the next meeting of the council. I find the nature of the ground at the Mangapiko culvert, on the KihikihiCambridge road, to be for a depth of 7 or 8 feet, of a swampy nature. The cost of a concrete culvert would therefore be con siderable. This culvert ha* been repaired in such a manner as will ensure the safety of the traffic for some time to come, and I think it ought to be allowed to remain a* it is for the present, I have arranged to have the outfall opened to the creek, as it is completely closed. In compliance with your instructions, I saw Mr Norrish re giving up the Fleming's Gully-Ohaupo contract. This he declined to do. He stated that if the difference had been £5 instead ot 5s he would have done so. I informed Mr Covvley of the result. I have to submit for your approval a plan for improving the grades near Messrs Ryburn s and Me Farlane's at Paterangi. It is intended only to do a small portion of this at present, the season being too fur advanced for earthworks to be carried out with advantage to either council or contractor. The part I refer to is at the junction of the road at McFarlanes. The angle is sharp, the road is formed on sideling ground and which drops suddenly within a short distance. This corner ought to be made up, and thr. culvert lengthened. The cost I estimate at £10. Tenders have been called for, to be opened to-day, for repairing and maintaining for two months' road from Pnkerimu Church to Howie's corner. — I h*re the honour to be, sir, your obedient servant. It was resolved that tenders be called for the extension of the culvert at Ry burn's corner, and that the road be widened, as at the present time it was dangerous to parties travelling at night. A ciicuiar letter was read fiom the Chairman of the Auckland Chamber of Commerce on railway extension in the Ninth. It was resolved, on the motion of Cr. Fuller, seconded by Ci. Railway Reform Lk\guk. — A letter was read from the secretary of tho Railway Reform League, asking the chairman to sign the petition on be-half of the council. It was resolved, on the motion of the Chairman, seconded by Cr. Fisher, that all the Councillor-, sign tho petition on behalf of their respective riding-, and that it be forwarded to the member for Waipa for presentation Hf'sl'irVL ANT) CIUItITUH.K AIP ACT. — A lettei was teceived fiom the Chairman of the North Auckland Distuct Hospital Hoard, asking the co operation of the council in endeavouring to obtain separation from the Auckland in tho matter of Charitable Aid. The Clerk was lequpsted to leply that they had already taken action m the matter, being of opinion that the district .is .it pie->eut constituted was too laige, and they had already petitioned Pailiament to this effect. A letter was read from Mr (Jarland, secretary to the Auckland Hospital lioaid, intimating that lie had not received any official notice of Mr Lake's resignation, theieby implying that Mr Germanu's appointment as his successor could not be recognised. The Clerk was instructed to communicate with Mr Lake, and ask him to wire his resignation to date fiom the same time as that when his resignation was accepted by the council. Punuc Dim.vs.— A letter was read from Messis Hesketh and Richmond m reference to tho Whataw li.it.i Swamp Diam, to the effect that they considered they were justified in Riving it as their opinion that » resolution of the council defining the limits of the drain the date of its completion, and declaring it a public drain under .section 184, of the Public Winks Act 1882. A public drain would after its being advertised constitute a public drain under the Act. It was proposed by the chairman, seconded by Cr. Teasdle, thitthe drain in question be declared a public drain in accoi dance with this opinion. Carried. Pnu.ic Domuns.— A letter was read from Mr H. J. H. Klliott, Crown Lands Office, asking the council to undeitake the control of tho Ngama'A ah la Domain. Cr. Fisher was of opinion that the local authorities woie the proper parties to have control of these lands, and the matter was allowed to stand over. The cleric was instiucted to ni ike a refund of (is 10k! which he pointed out was all that tne petitioner was entitled to. Coni.ix Morn Arr.— Tnis matter was allowed to stand over awaiting the result of the proposed action of the W.ukato Horticultural Society. Shkfi' an'd R\unir Acr.— The Council did not feel disposed to adopt the amendments in these Acts as proposed in a circular from the Clutha County Council. — Cletk to reply accoidingly. — Cr. Moncrietf, however, piuposed, and it was carried by the council, that in cases wheie parties followed the business of catching rabbit 4 ?, the fee for registration of dogs should be remitted, and they should be simply charged the cost of the collar. Silk Culturk. — A letter was received from Mr Schoch, re bilk culture as a horn* industiy, which was received. Accounts. — The following accounts were paised for payment : — Howie, £1 10s; A. Dillon, £37 and 5s per chain for fencing, and Cowley (accepted) £17 and 3s fid per i ham for fencing. The meeting of delegates from road boards, subsequently held to consider the petition of the Mangapiko ratepayers lately forwarded to the House of Representatives was adjourned till Tuesday, 22nd June, inst., to allow of the attendance of representatives fiom the \arious town board's who had received no oifici.il notice of the meeting. Tbi.s step was proposed by Mr Walton, chairman To Awamutu Town Boaid, seconded by Mr Farrell, chairman Kihikihi Town Board, concurred in by Cr. Fisher as representing the Pukerimu Road Board, and was agreed to by tho meeting.
