PARLIAMENT. [BY TELEGRAPH.-PRESS ASSOCIATION.] LEGISLATIVE COUNCIL.
The Council met at 2.30 p in. Mr Buckley presented :i paper relative to the leaning of -<poci.il xattlemonts. Mr Swanwm presented a petition from 708 residents of New Zc.iland, complaining that special favours wci o shown to Cardinal Moraii, and honors heaped upon him by the Government on the occasion of that prelate's leccnt \i-it to Auckland. Mr Buckley hoped that tho petition contained nothing of an offensive character to the Council, 01 to the Holy Ronum empire. Of cour-e tho lion, mciribur who presented Hie petition was lesponsiblo for tho wording of tl»o document, but he de«ired that hou. membeia should not be placed in a false position. Mr Swanson replied that he was not aware that the petition contained anything of an offensive character. The Council decided that tho petition should Im read. It complained that th« Government steamer had beou despatched from Auckland to meet the steamer in which Cardinal Moran arrived at Anck land, that special favouib were shown him. and special honours heaped upon him by the Government, and that upwards of twenty policemen in uniform formed part of the procession. The potition exprea-ed a hope as there was no State Church in the colony similar favours should not again be bestowed on any dignatory of any church visiting New Zealand. Mr Buckley considered that as the petition liad been read, the names should also be read. Mr Swanson had no objection to thi.s course being pursued, and he believed the signatures were genuine. The motion for rending the names of the signatories was seconded by Col. Brett, but not being pressed, was not put, and the subject was dropped. Mr Buckley gave notice to move at next «itting that a committee consisting of the Speaker, Capt. l<Yaser, Dr. Pollen, Messrs Reynolds, Brett and the mover be appointed to draw up a congratulatory address to Her Majesty the Queen on the occasion of Her Majesty's Jubilee. Mr Buckley introduced the following bill-, which were rpad a first tune, th« second reading being made orders for Fnday next :— Defence Act, 188G, and the Police Foice Act, 1880. The formal presentation of the Addrc-s-in-Reply to the Governor then took place, and on returning the Council adjourned till Friday.
