As you arc no doubt awaro th.it a proclamation was issued in October, 18.54, for tho purpose of prohibiting the importation of diseased fruit or trees, are empowering the officers of Customs to dcstioy any that were brought into the colony. But this does not touch the question of eradicating the pest in parts of New Zealand where it is already established. The Codlin Moth Act of 1884, provides machinery for this purpose, but it can only be set in motion upon the application of tho owners of infected orchards, and as the Hist result of such application would be to impose upon tho petitioneis a tax for the eradication of tho pest, the act lias practically proved to bo a dead letter. Under these circumstances I should feel much obliged if you would favour me with any suggestions that may occur to you as likely to amend the law in tho direction of providing machinery which shall prove effective in eradicating the pe->t from the colony. — T have the honour to bo, sir, your most obedient servant.
