Mu Joins' Pexdkh, chairman ot the Eastern Extension Telegraph Company, telegraphs that all difficulties in the way of a reduction of rates have now been overcome, and lie hopes the colonies will accept his recent proposals to allow non-con-tributing colonies to benefit. The Victorian Government is taking the question uudor their consideration, but the decision is not yet known. The Massilia arrived this morning from London.
