Melbourne, April 16. It is understood that the Hon. John Douglas, Commissioner of New Guinea, has submitted a counter memo regarding the best mode of administering that territory, and that the various colonial Governments are in consultation on the .subject. Mr Douglas has left Melbourne for Sydney.
