HAMILTON BOROUGH IMPROVEMENTS. THE LOAN RAISED. Government Favourable to the Public Buildings Scheme. DEPUTATION TO MR BALLANCE.

A VEttV jsatisfactory telegram was received from His Worship the Mayor of Hamilton, Mr W. A. Graham, who is abaent in Wellington, on business connected with the * borough : — The telegram was to the effect that tho Mayor had seen member* of the -Government, and the PostmasterGeneral was entirely in favour of the proposed buildings at Hamilton. The Minister of Justice was also in favour of the scheme. The Mayor had just had an interview with the Treasurer, who was favourably disposed, but said the matter rested chiefly with the Minister for Land*, Mr Ballanoe, who was familiar with the whole matter, knew the locality, and was best fitted to judge the merits of the proposal. Sir Julius suggested that if the buildings were of concrete, and the borough would expend £3000 out of tho loan, the Ministry would then see its way to furnish the other £2000 and erect the builidings according lo the plans prepared. The money had been obtained from the Savings Bank Department at 5i par cent. On receipt of this telegram a meeting of tho council was convened, uml as a result a deputation consuming' ofrthe Deputy-Mayor, Mr Knox, the Town Clerk, the B'trough Solicitor, Mr O'Neill, and several of the c mncillors waited on the him. the Native Minister, at Fr'ankton station on Tuesday, and in order to lay the case before him proceeded in the train as far as Ohaupo. Mr Ballance received the deputation most courteously, and took evident interest in the proposals of the borough council. After reading the above^ telegram, he said the land was now practically vested.— CX Sandes said they were anxious to have the sections under their control as the present was the time for commencing operations and they were desirous of improving the land. — Mr .Balance said nothing was wanting but the signature of the Governor which wan simply a matter of form. The Council could proceed at once to deal with the" sections.—The Deputy-Mayor said they wished to know the Minister's opinion in respect of the building*. He would see by the telegram that the Treasurer and the Minuter for Juitiqe had expressed their approval of the proposal advanced bv the Mayor. At the request of Mr Ballance, tho particulars of the scheme were narrated. At first it' had been proposed to erect a wooden building at a cost of about £1000 for the use of the council alone, but afterwards, when it was arranged that a portion of it should be occupied as Government offices, Ministers objected to have it constructed of wood, and brick or concrete were suggested. Rough estimates had been obtained, and it wax now understood that a sum of about £5000 would be required for the erection of suitable permanent buildings.. When the vote of the burgesies vtfns .takeo ' in , the loan "proposals it was stated that £2000 would be set aside for buildings, the assumption being that the Government would contribute something, but the council were now prepared to ask the burgesses to consent to'the allocation of another £1000 for this purpose, provided the Government would give £2000. — Mr Ballanoe entirely approved of the proposal, and war prepared to support the grant of £2000, which, however, would have to bo confirmed by tho House. Regarding tho site, he was in favour of that at present occupied by the Public Works buildings. It was commanding, and easily accessible from Hamilton East. As the Government would undertake the erection of the buildings, he had no doubt that that site would be selected. — The Deputy- ! Mayor thanked Mr Ballance -for the attention he had given to the subject. The result of the interview was wired to the Mayor from Ohaupo, who replied later on to the effect that as everything was now satisfactorily sottled he would leave Wellinton, with the necessary documents, on Friday (to-morrow.) ,
