In the House of Commons last night Mr Howard Vincent moved a resolution affirming the necessity ot an increased capitation grant to the volunteers of Great Britain. Mr Gladstone spoke in opposition to tht j resolution, stating that he resented any increase in the army estimates. After considerable discussion a division was taken, when the motion was rejected by a narrow majority.
