TO THE EDITOR. Siu,— Will you kindly allow me to ask His Worship the Mayor of Hamilton what is the meaning of the word " formal ?" At the opening of the meeting of burgesses on 9th inst., he said it was a mere " formal " meeting. After Mr Keep had spoken, he again repeated that it was a "formal meeting." On reference to the Act, I find it should have been a meeting to consider and discuss the proposals. Among many meaning's given to the word by Roget are "ceremony," "frippery," "mummery," "solemn mockery," etc. That His Worship was successful in making the meeting a mockery there can be little doubt.
