PROPOSED NEW RULES FOR THE HOUSE OF COMMONS. London-, January 22. Tin: chief points in the new rules of Parliament procedure, which are about to be introduced by Sir Michael Hicks-Beach, are as follows: — Parliament will be adjourned from July to October in each year ; the sittings will be commenced at two o'clock in the afternoon, instead of four as at present, and will be closed at midnight ; all bills, except those dealing with finance, are to be referred to special committees; no questions are to be allowed unless previous notice has been given, and the practice of counting out the House is placed under certain restrictions. London, Sanuary 22. The Marquis of Salisbury, referling to-day in the House of Lord's to the situation in Eastern Europe, statpd that neither of the European Powers nor Great Britain supported the claims put forward of Greece, which he characterised as unheard of.

RE- ARRANGEMENT OF PORTFOLIOS. London, January 24. Viscount Cranbrook has been appointed Secretary of State for War, in place of Mr \V. H. Smith, who has accepted the position of Chief Secretary for Ireland.

SHIPPING. Capetown, January 23. Messrs. Shaw, Savill and Albion Company's s.s. Arawa toook her departure yesterday morning for New Zealand ports. Teneriffe, January 22. The Shipping Company's Aorangi left yesterday for New Zealand.
