THE EASTERN QUESTION. Constantinople, January 16. It is announced that King Milan, of Servia, declines to accede to the request of tho European Powers to demobilise his force, on the ground that peace is nov. .ssured. Prince Alexander of Bulgaria has announced his willingness to disarm his troops when Servia does so.

IRISH AFFAIRS. London, January 15. It is generally understood that a successor to Lord Carnarvon, as Lord-Lieutenant of Ireland, will not be nominated at present, but that the office will bo held in commission until the political situation in Ireland becomes more defined.

London, January 16. The Daily Telegraph to-day announces that, iv consequence of the recent increase of boycotting in Ireland, it has been resolved to reenact the clauses in the Prevention of Crimes Act dealing with that and other offences. It is announced that Mr Edward Stanhope has been appointed Chief Secretary of Ireland in place of Sir William Hart-Dyke, and will be entrusted with executive powers.

THE NEW BISHOP OF MANCHESTER. Loxdox, January 17. The .announcement of the appointment of Dr. Moorhouse as Bishop of Manchester has been received with a feeling of gratification by the clerical authorities in England.
