Gailand acted as Sucretn y The following resolution, moved *>y the Cirurmnn. was discussed : — That f>>r th<> purpose re^ovd in the Di« ti ict of Auckland Hospital and Charitable Aid Board und^r the provisions of the Hospital and Chiritablo Institutions Act, ISS."j, and apait from tho purpose-* and duties ;is>,isriipd to United Bonds under sections 34 and 3-"> of the .said Act tho Distiict of Auckland Hospital and Charitable Aid Board do hereby declnie that the total amount required for the maintenance of institutions in the distiict of Auckland is €4002 15s 2d, and after making the reductions referred to in section 24, and allowing for the amount receivable fiom the consolidated fund, do hereby allocate the proportions of such expenditure to bo contributed by the local authorities within the distiictof Auckland as follows:— Thu local authorities whose names are set forth in the schedule .shall pay the a mount set opposite their lus-pec-ti\e name* in the said schedule, the ynd amounts being at the rate of one-twentieth of a penny on tho ratable value of the ratable property mentioned in section 23 of tho HoMiital and Charitable Institutions Act, lSBo;and the said Distiictof Auckland Hospital and Oh.iritable Aid Board do hereby appoint and lequiic that the «i«d amount" shall be paid on or before the 9th day "f February, 18SI5, to H. N. Garland, at his office, Wyndham street, Auckland, and the said H. N. Garland is hereby authorised to receive the said contributions and to give valid receipts theiefor. The resolution was drafted by Messrs Heskcth and Richmond, who in forwarding it intimated that the resolution was prepared on the assumption that the Board had the operation and scope con - tended by the Government, but for themselves, they saw no reason to change the view that they had already expressed as to the powers of the United Boards. There was, hoy ever, an opinion from the same firm that the District Board could levy a rate for hospital purposes on local bodies based on the table supplied by the Property Tax Commissioner on each borough and county in the district north of Bay of Islands, Hokianga, &c. The resolution of the Mayor, which was seconded by Mr Mays, was then about to be put, when Mr Lake proposed an amendment, which was seconded Mr Barugh, that no action be taken until the legal position of the Board was defined. The voting was equal, 6 against 6, and the Chairman gave his casting vote in favour of the motion, which was therefore declared carried. Mr Mays then proposed the appointment of a committee to consider all business referred to them by the Board, and to report to the Board at its general meetings. This was agreed to, and on the motion of Mr Suiter, after several propositions had been made, and Waikato and other members expressed themselves unable to attend on account of the distance, it was agreed that the committee should consist of the Chairman, Messrs Mackechnie, Mays, Suiter, Hudson, and Luke. Mr Garland was requested to continue to act as Secretary, and his office m Wynd hamstreet was appointed the office of the Board pro tern, the question of remuneration to be referred to the standing committee. It was also arranged that contributions should be made payable on the 9th February at Mr Garland's office The Chairman announced that the Costley bequests of £12,000 for the Old People's Refuge and £12,000 for the Hospital would bhortly be at the disposal of the Board. [The above report is taken from tho Herald, hut in adition to what is reported above, the following business was transacted : — ] After the committee had been appointed Mr Graham rose and said, " Mr Chairman, before this board adjourns I have a motion to propose which I believe will command the support of the whole of the members of the board. It reads as follows :— '* That in the opinion of this board tho district ai at present contributed for the purpose of charitable aid, is too large, and that a recommendation from this board be forwarded to the Government to effect the subdivision of the present district into smaller districts. Mr Graham said he felt sure that the Governmenthad no desire to act unfairly in regard to the administration of charitable ail in the colony, and it was most apparent that the present position of affairs was likely to lead to confusion. Mr Suiter, Mayor of Newmarket, felt pleasure in seconding the lesolution. I Mr Lake, M.H.R., spoke strongly in support of the resolution. Mr Moss said he must oppose the resolution as> being very objectionable from many points of view. Mr Kidd also spoke against the resolution. ' Mr Bamgh said Mr Mn» wad wrong in his remarks against the resolution. He thought that tho district must be made smaller, as> the conntry would not pay for town paupers. His Worship tho Mayor of Auckland, as chairman, said the resolution had his sympathy, and also tho sympathy of the other town members. If the country disdistrict wanted to look after their own pour they should be allowed to do so. Mr Graham replied that the resolution was meant to apply particularly to charitable aid, and not to hospitals. The feeling in the country seema to be in favour of a general provincial hospital under supervision of a town committee. The motion was then put and carried.
