CHRISTCHURCH, Thursday. At the Lyttelton Harbour Board meeting today the report of the special committee appointed to investigate certain charges against the harbourmaster was received and adopted. It concluded as follows :— "The committee report that the charge of drunkenness on September 19 was disproved, but they also find that the exoitement of manner, which two witnMses Attributed to drunkenness was due to irritability of temper. The coinmittie adhere to the recommendation that the harbour staff refjuno to bo re-organ-
ived, liut desire to eliminate from their previous report the siiggvstion that Cipt. McLellan should be asked to resign." The question of re organising the staff was left to the Harbour Improvement Committee.
