UNITED DISTRICT HOSPITAL AND CHARITABLE AID BOARD
We arc indebted to tho Auckland Heiald for the following iep«i t : — The first meeting of tho United Distntt Hospital »nd Charitable Aid Board was lielcl at the City Council offices on Fi id i\ mening. Pie-ent: Mew*. W. R. Waddol and A. Kidd (Auckland), F. J. Mus, (Parnell), W. J. Suiter (Newmarket), Vat»«. (Onehungn), "\V. A. Graham (H.umlton), K. A. Mackechnio (Hol)son), HucNon {Kodncy), Umc* (Kdcn), Wilkinson and Lnko (Manuk-xn), IVklui (Kaplan), JJarngl) (Waikato), Lake (W.vipa), Lmr (M-n-jfonui), Silmnii (Bay of Islands)), Cochr.mo (Hi.kiaiiKa), O. Mays (Waitemata). On the motion of Mr Graham, it was agreed that Hi« Wor-hip th^ Major of Auckland he Chairman of tho Bonid. His Worship, in accepting tho portion, said, although the dutitvs ucic likely to bo onoroiis, he hoped, with the a-sistancu of those present, to perform thoin satisfactorily. Thn following estimate of amounts to be contributed by local bodies for the font months ending 31st M.uch, 18S(>, was laid on the table :—: —
Mr Like said these figures were taken from the journals of the House, and included the vnlu vMon* of Crown and native lands, and was thcrefme misleading. Mr F. J. Moss, M.H.R., said lie «aw that the present meeting was called as a Hospital and Charitable Aid Board. He would like to kuow the function of the Biuid— whether they were emuowoied to deal with both hospital matters and chant able aid. The Chairman «aid he would like 111 1 haw the opinion of the solicitor-, to the lWid bcfoic «ayiug anything on the subject, The opinion of Me'wra. Hoskctl) and Richmond on the Hospital and Charitable Institution* Act was road, Speaking of tlio united Boards, they said :—": — " From what we ha so stated it ts scarcely necessaiy for us to «.,iy that we cannot see any useful pin pose that united Boards can .serve. They have been scattered throughout the colony without corporate name, with feeble powers, and withoutlmeans to better themselves." They held th.it the united Boaid hid not the power to levy any contrilm tions ; that was a matter for the District Bo.ud-". Mr Moss said, if he understood the legal opinion rightly, the Board was without power— in fact only a huge bit of bungling; and the Board would ha\e to dissolve into Distutt Boards before they could do any work. He hoped they would be able to nee a. way out of the difficulty. Th'i Chairman .said he was afraid the outcome of the opinion was that each district would have to levy its own rate. Mr J. H. Salmon haid he understood that the thieo mout northei n counties weie separated from the Central Boaid as far as hospitals were conoerned, The Mayor said th.it wn» bo, Mr Salmon staid they had no hospitals in the Noith. He knew it was the intention of the County Councils in the Noith not to pay towards the hospital fund unless they were compelled, At a meeting of reptesenfatues of thco countic, it was agieed to lecoiumend the counties to make pioviMoiis foi patients up to the Auckland 1 lospitiil f rom those districts, and bearing tho expense. So far as charitable aid was concerned, the Northern ooiintiex were quite convinced that they would have to piy their fair hli.uo towaids that. For gome jeais ua-t their chaiitable aid had not am. Minted to £10 a year, and thoy thought thoy wouM not roquire mote than fclO or £.")0 for the coining year. Ho did not say this in a spirit of opposition. On the motion of Mr W. J. Suiter, it was agieed that Messra Hesketh and Richmond's opinion be printed and cu ciliated amongst the members of th« board. Mr Mackoclmie moved, "That a copy of Mews Hosketh and Richmond's opinion be forwarded to the hop. the Colonial Sco retaiy with an intimation that tho united board cannot, with that opinion befoie it, pass any resolution for the put pose of charitable aid, and with a request th.it the united board be advised more fully as to the power* under sections 33 and 34 of the Act." If Air Stout, Attorney-General, dii not agree with Me^lrs Hoskrth and flichmond'H opinion, no doubt the board would be informed of it. Mr W. A. (iraham aaid that under the new arrangement Auckland would have to pay £7.17 10-«, a Having to Auckland of £1101, and it added to the Waikato district a difference of between £54 and £1100, so that they would h,ivo to pay a thousand pounds more under the new distribution of eonti i buttons. In Waikato— ho was nine in the borough of Hamilton — t'iry w<m|d bo hap;iy to contribute thejr sn^re. H<j felt ye' v grep.J, regi et that fcb,ey s,hou|d have to tak" ■ u ihilt P'tor law. It mi nit that tho honest poor would not get relief, but the undeserving would. His own opinion was that the districts were too large. Mr John X. Peglcr «aid that the Raglan district had only received ohsuitable nid aft«i»tanco |n one oaro *>o far as he knew. He enteied hia protost on behalf of Raglan againM. then undue taxation. Ho thought that the destitute should be paid for by the local bodie", and those receiving hospital assistance should be paid for too. That, ho thought, the Raglan district was piepared to do. He thought » good deal of money might bo raised by voluntary contribution". Mr Mobs said it was not the intention of the legislation to nuke chanUble aid local. It was to avoid miking chanty purely a parophial thing that the united Bwardiweie con»tituted. He was present to nsslut to make the syntem a tuccebs, but ho disliked
tho Vi t, mid in fact the whole system. He wa^ afraid they would, if they wero not caicful, kill private dui'ity. Mi O. Mays said he would lather that tho question of chant iblo aid had been a nati»u.il one, rather than that tho colony -.ho-.ild bcuitui>inti>distiicts;bntthi}<ii»tnct chi> Boaid repiesmted wasa toleiably laige oho ; it icpiesented peihap^onr-fomthof the colony in area, population, and rateable \aluo If each local body Woii'd look shaipl} aftei its own cases th'-y would soen reduce the cvpendituie coisdeiablv Ho hoped that the conntiy distucts would not seek to thiow on Vuckl.ind and Mibmbs t!i<> whole bmdtii of chantable aid. The Mayoi said it was the duty of those present to c.uiy out the Act the best they could, and it the Act was found unwmk able it would no doubt bo amended next sessiKii. Mi Luke thought those present wore .toting a gieat deal too hastily in coming to conclusions on what he thought a gieat df.ltoo hastily drawn legal opinion. It was nevel intended, he thought, that the unit'-d boards should ha\c the powei to tax ; that was a mattei for the district bo.ud-t. Ho thought that unless they cut the districts down chat itablo aid would bicoiiiea positive cimu to the|coimtry. As fai as he saw of the Act it s\a» this, that they had the cuise of the poor law without any check on it. He hoped they would find tlm Act unwoikible, and then tbo law would be amended. MoHsii ,T. J. H.irugh, A luaacs,I u aacs, Lane (Mnngonui), and A Kidd then spoke. Mr Mackuchnie's nioti m was then put and cairied. Aftei considerable discussion the following resolution was agieed to, on the motion of Mr Lake, " That this meeting recommends that the amount contubutid in e.ich district bo such siun as would bo pioduced by a rate of 1-1 / id in the £on the capital \aluo of all counties and boroughs in tho united district." It «a« pointed out that this rate, would raise the whole amount required for the pciiod named, and that account had not boon taken of the Government subsidy of one-half. The rate ought, therefore, to be l-30d. It was said, in reply, that the Distnct Bonids could adjust tl.i-. The United Board then adjourned till the fir-t Fnday in April, unless, in the opinion of tho Chairman, it is necessaiv that a meeting should be called in the meantime.
Another meeting of tho boaid was hold on Haturdiy m >nmiff. l'l event :— The M-ij'or (pleading), Me*sis 0. M.nys, A. Ki.id, K. A. Mackcclmie, I. J. Mum, M.H.R., \V. A. (irali.un, J. N. Pegler, Barugh, and K. Lake, M.H.R. Mr Lake moved " Th.it <v loqnHition be made •>n the cnntiibutinploc.il bodies for a contribution equal to l-30th of a ]ienny in the pound on the capital ralue of the lateable property in each county and borough for the purpose of provided funds for the Auckland Hospital." Mr Peglcr seconded tho motion. Air Graham mined that no action tw taken in the matter of levying a rate until a leply had been received fiom tho Government meanling Mr MackechnibV re«oluti<m '.ii I■■ kcchnic pave it a» his opinion I 1..1 .i. »•> >■ .1 be d.mKerout. for the hoard to take any action in the m itter in th.> me,intinie Mr (ii.ihaili's amrudinent was then put and carried, and the eh lirni.in was enipowcisd to call another meeting of the bo.ird when deemed necessary.
