MR LABOUCHERE AND THE FORTHCOMING ELECTIONS.
Mr Labouchei'o has put torth, for the Radical party of Great Britain, a somewhat elaborate platform, which, in view of the appioaching elections, must be regarded as an important contribution to the political literature of that country. The following is nn epitome of the salient features of this platform :— 1. The raising of the public revenue by a graduated income tax and a graduated succession duty, great care to be taken in arranging the former so that a proper distinction be made between income derived from le.ihsed propeity in the way of rents, etc., to the end that the incidence of taxation may be more equally distributed. 2. The creation of a "peasant proprietory ; "' the abolition of entailft ; and tenants' tivity of tenure and ownership in their improvements ; the establish ment «»t courts for regulating rents, aB in Ireland ; the abolition of tin 1 game laws ; the confiscation to the public use of lands that »r« allowed to lie waste; such amendments to the law of real property as will encourago the breaking up of large estates ; and thn equalization of succession duties on real and per-onal property. 3. The disondowmcnt and disestablishment of the church. 1. Tho abo'ition of the hereditary right tn legislate. 5. The abolition of universal or manhood Ruhfiityi 1 . C Payment of members of Parliament by the Nation, and of election expenses by each district. 7. Reduction in the term for which Parliament is elected. y. A thoioughovei hauling of the pension and salary list. !). The establishment of local legislative, bodies in each county with e\ten&ive powers, 10. Irish " Homo Rule." U. A cessation of Royal grants,
