Loud Rvvdolph Chukchill, Secretary of St.ite for India, in the com so of ,vi address delis ered at SheiKeld last night stated the difference between Russia .and England in legard to the Afghan Frontier question has arri\ ed at a Mtisf.ictoiy settlement. He added tint Earl DulVerin, the Viceroy of India, and Col. Ridgw.iy, the head of the Krontiei 1 Commission, were both of opinion that the frontier as now defined would give the Ameer possession of the Zultikar Pass, and would fuliil the pi onuses made by Her Majesty .s Government to the Ameer.
