He proposes to increase the duties on ale and l»iior by threepence per gallon, and on spirits by eight shillings per gallon, while the duties on tobacco and cigars w ill be raised to sixpence and a shilling respectively. It is propo-el to lc\y an import duty of ii\e shilling-, on horses, two shillings and sixpence on cattle, threepence on .sheep, and two shillings on pigs. All the piescnt live per cent, ad valorem duties are to be abolished.
