Tun Hon. F. Stanley, Secietary of State for the Colonies, lias addressed a circular despatch to the various Governot , of the Australasian colonies on tlie subject of Colonial Fp'i":.thon. In it he trusts that Xow South Wales and New Zealand v, ill now see their w.iy to join the Foder.il body. After fully and carefulh discussing their objections to the .scheme he expresses the opinion th.it the piopos.'d Federal Council will prove equally valuable as a delibnuth c and legislate c body, Mr Stanley expresses great satisfaction at the pissing of the Enabling Att, and is confident that, if wisely used, it will prove of great value to the Austi ili in colonies and the interests of Gieat Britain.
It is generally believed that the Sultan of Zanzibar will comply with the demands of Germany, and refrain from molesting the chiefs under hei piotoction.
