Local Industries Bill. (Mr fnvAur.wc'K). Tho "short titlo of this act is ''The Wai Industries Act, 18S"i." 2. Tlieio shall bp a. board for the encouragement of local industries in the counties of W.iipaand Waikato, hoieinaftei called "the J'.oard." 3. The boaid shall consist of three membois, chosen by the Innd owucis of the Waipa county and thiee chosen by the land ownera of the Waikato county as hereinafter provided. d f On or before the fitst day of Januaiy, 188 i», the Waipi* County Council and tiie Wnikalo County Council shall each of them pieparo ft Hat 'of tho lands within theii respective counties, nhowing the name-, <>f the owner and the unimproved lalue of each propoity. 5. The owner of any land in the counties of Waipa ami Waiknto shall pay to the boiid on oi befoie the 30th day of Match in e.<eh yeai, a sum equal to o shillings foi each £100 of the unimpioved value of such land as in the like propoition. The boaid may from time to time i. use loans on tho security of thon revenues, provided always that the intore«t on any pioposod loan, together with that on loans already contracted, does not exceed 73 per cent, of the total income of the board. 13. The board may lend money to any poison or company establishing a local in dustiy in the counties of Waip.i or Waikato. subject to the following conditions, (a) A local industry shall mean any fictoiy oi works for the carrying on of any of the foi lowing operations: — Tinning oi otheiw is<-> piesciving the flenh of any animal. The nianuf ictiuo of boap, caudles or otherwise utiluuig the fat of any animal. Tanning oi othei wi-o preserving tho hides m pelt ot any annual. The manufacture of staich oi mustard. Picsorving of fruits or vefret iblos. The lrauufactme of woollen goods. The manufacture of sugar. The manufactine of oils, (b) No money shall be lent m respect of any industry, which in the opinion of the board requires a less capital than £2000. (c) The amount lent in 10spect of any one factoiy shall not exceed the sum of t'looo. (td) The amount lent to any )oint stock company shall not evceml one-half of the oidinary share capital of such company actually paid up. And in respect to loans to other poisons, the amount lent sh ill not evceed one-half the value of the land, buildings, and plant einplojed in thn niamif.'ctuie. (c) The whole of the money lent shall bo devoted to causing on the industiy. 14. The board shall ha\o absolute power of deciding all questions aiising under section 13, and may if they think fit lefuso to make a loan to any poison or comp my. 15. Any poison or company iecei\ ing a loan from the board shall deposit with the boaid debentuie bonds foi tho amount of the. loan, lepayable lo years fioin date and beai ing interest :— For'the fiist live yeais, nothing; second five yeais, 2 pei cent, per annum ; third live years, 4 per cent, per annum. lti.
