HOUSE OF REPRESENTATIVES. TUESDAY.

The House met at half-past two o'clock. Leave of absence foi a week \v,ii gi anted to Miijoi Atkinson and Mr Scobie MeKcn/ie. Replying to Mr .T. W. Thomson, Sn J. Vogel Mid he hoped to be able to make a Supplementary Financial Statement no\t day. The following bills vvete introduced: — The New Plymouth Exchanges Completion Act 1874 Amendment Bill (Mr Ballance); a Bill to amend Wellington Gas Company's Act, IS7O (Mr Fisher); the Wellington H.ubour Uo.ud Act IB7'J Amendment Bill (Mr Fishei). The House went into committee on the Resident Magistiates' Coints Fioceedings Validation Bill, which passed without amendment. The House went into committee' on the Hospitals and Charitable Institutions Bill. Several new clause* were added to the bill. ])i. Newman moved an additional clause, th.it if an institution under tins act alfoid relief to any person who ha* not lived for M\tyd.i>s pieviously within the hospital district m which such institution is situated, it shall be lawful for its tuistees to ieeo\ei the entire cost of such relief fiom the boaid of the district in which the recipient had previously lived. Mi (4mnness moved to ieport"progress on the bill. The amendment was lost on the voices. A long di<cu>sion ensued on Dr. Newman's clause, which was eventually carried, the w ouls " sixty days" being altered to " si \ months,''and the clause being made to apply to persons coming fiom another provincial distiict. On the schedule being 1 cached, Mr Lako moved to omit Raglan, Waikato and Waipa fiom the Auckland distuct. Acreed to. Mi Smith, for Mr Cadman, moved to separate Coromandel from the Auckland distiict. A creed to. Mr Giace moved to omit Tauranga, and Wh.ik.it me fiom Auckland. Agieed to. Mi Becth un moved to omit Wairaiapa fiom the Wellington distiict. Mi Fishei stiongly piotested against the cotn>e that was being pursued. He said a fatal mist ike was beuur—»».«U>- in allowing the <t.sti!cK to be cut up in this in ni'ier. A lengthy discussion followed, duimg which it was pointed out by Mr Ounond tli.it it was much to bo icgretted that the on'y bill which w.w biought down by the Government de.ilms* with local government should be destioyed m this numerable way. He contended that the Government should have bioughl in a clause before any divisions weio made to make seceding districts contribute. Mr Stout said the division lists would show that the Government had voted m the minonty on the motion for separating the distiicts. The motion, after some further discussion, was put, and lost by 34 to 2!l. Mr Locke moved to separate Cook County from the Havvke's Bay district. Agieed to. Mr Smith moved that Waipivva should be sepaiated from H.iwke's Bay district. Mi Oiiii'.nd stiongly opposed tb<; motion, which elicited a lengthy debate, m which a Luge number of members took part. The motion was canted on a division by 37 to 22. Mr Fergus moved the repoit progress. He «.nd by the \.>te just tfi\en tho committee did not Know its own iiimd. He consideied the Bill was vntnally destioj-ed by the action taken by te committee. Mi Kolleston siippoittd the motion foi lepoituig piogiess. Ho thought it was a peifeet taice going on <is they were doing. He contended that ineuibeis had reasonable grounds foi complaint against the action taken by the Government on the Bill. Captain Russell also thought piogiess should be leported, so as to enable the sche lule to be ie-cast. Mi Fulton pointed out Unit Government did not know their own minds on the matter, as they voted in opposite lobbies on it. He suggested that progiess be reported so that Government may ascertain theii views on the Bill. Mi Stout said he had voted agiinst the last Uteiation, because he found the membei* foi the distiict affected by it wen? atrainst the piopos.il. His colleagues, howevet, felt 1) mud to rillpp'ut it. The motion for repotting progress was loxt on the voices. Mi Luvestam moved that Buller and Inangahua bo struck out of the Nelson distucl. Agreed to. Mi Seddon moved to stiike out the vvoids " an<l Grey" fioin the distiict of Weitland, and to nisei t " the counties of Ross, Hokitika, and Kumara." Agieed to. Mi Duncan moved tostnke out " Waitaki" from Otago distiict, and to insert " othei districts." Agioed to. Mr V>ke moved to strike out " Vincent and Maniatoto." Agteed to. Mr Blown moved to strike out " Tuapeka," and insert " other districts." \greed to on a division by 3") to 29. Mr Fergus moved that " Lake" be struck out to Southland district, so as to inseit other words. Agreed to. Mr Hurst moved to strike out •' Fiord and Wallace" fiom Southland. The motion was lost by 30 to 2(>. The remaining schedules having passed without amendment, Mr Stout said lie purposed to lecommit the Bill for consideration of clauses 5, 0, 7, and 8, and the first schedule. The Homo went into committee on Now Zealand Stato F nests Bill. The Resident Magistrate*' Courts Validation Bill was reported, read :t thud time, and passed. The New Zealand State Forests Bill was lepotted, lead a thud time, and parsed. Tho House roso at hvo minutes to one.

WEDNESDAY. The House met at 2.30. The House went into Committee on the Hospitals and Charitable Aid Bill, and lose at :>.30. The House resumed at 7.30, when the Hospitals and Chantable Aid Bill was repotted. On the thud rending being put, Mr White called for a division, which lesulted as follows . —Ayes, f>">; noes, 21, and the bill passed the House. The House then went into Committee of Supply, and Sir Julius Vogel delivered his Supplementaly Financial Statement. Aftei some debate, Sir Julius Vogcl consideied theie wan no greater pioot < f the sound position of the colony than the successful manner in winch it had nurriv ed the nttacka made against it by public men. and he denied that it was in such a depressed condition as lepiesentcd.
