The Failure of the Railway Job. Wkij.ixi.ion, Friday. I.v the House this aftui noon, Mi Oimond asked the (Jo\ eminent if they would infmin the House what ieply had been received from the delegates in England to the cablegram tho House was infoimed had been sent, a«kmg further lnfoimation ro the terms for the construction of tho East and West Coast Railway ? .Sir J. Voffel replied as follows — The reply of the delegates was to tho effect th.it the gu.uantee applies to any deficiency in the working expenses in addition to the £07,000 payment-, on account of the guarantee, to be recouppd from o\u-ss of receipt* of line over working expenses, but not from the receipts from land. Thcio was an addition about the conduction of the line in three portion-, which we could not comprehend, and which seemed m idmissablc. We considcied, however, that there was no use loplying to it, but that it should be read before the select committeo in common with the other proposition which I alluded in my remaiks in moving for the committee. The words of the telegram were :— '' Net amount receivable by syndicate, must be 07, Government also paying any dehcit in woiking expenses all prohts fioni land must belong to tho syndicate these prohts bjing chief inducement imcstois payment undei gnu antee during eveiy year's iccoup fiom pioh't line probably bmlt threo or more portions by scpaiate is h ue* land b< ing allo cated hero rateable theiefore neeefo irv juovido guarantee dividend ratnbly and tiulure one portion not entails for future others saving clause piescnt contiact also necessary nothing less than these teiius any use whatever." I take this oppoitunity of Haying that the (Jovermneut cmisideied the decision on the subject of the committee was an indication that the House is unwilling to urge on the agreement made by the delegates, and have telegi aphed an follow -,:— 'T.irli.'wientrehise sanction delegates agi cement.' The <Joverninent undei stand th.it to bj the feeling of the House. It is umdvisablo in answer to a question to fiuther state the views of the Government on the subject.
Try Again. There is likely to »c another struggle ovei the East and West Coast railway biifinem, as the (4oveininent intend l>i niffing the scheme forw.ml in another sli.iim* shoitly. It is not yet decided wh.it piopo»al will next be submitted to the House on tho subject, but it is thought likely that rating powers will lie asked for the local bodies intoiested in the eonstiuction of Ihe railway, and that the idea of incoijxirntod boards with or without re\enue from the colony will be put forward .is ,111 alternative Hchenie. The (4n\ eminent appeal confident (if Retting the r.ulw.iy proposalri tbroutfli in <nme shape biiforo tin 1 session closes, and of course a block \oto of 28 pledged itipp'irti'iN of the scheme would be. an important factor in any question that might be brought fonv.ud. Hut nearly the whole of the North Island and tho Otago distiict will resist any coiicesiinn-. similar to those asked for by Meiggs and Co.
The Political Jonah. Amongst othor c,ui* which ?\ist foi getting rid of Sir Julius Vogol is the fear which a large bection of the Hoiw entertains tli.it lie will b» appointed A^'tMit (ieneral dining tin* rectos. I ha\n previously mfornipd you that the I'ioinier g.v\e nn oniphatic denial to this rc]>oit a fi>\v d:iy* ago. No doubt lie was perfectly mncore in doing m>, as far as present intentions go, but niiiiiy inimWi-. "-till adhere to tho com lction that when Minietcr.s get nd of the Hinw* an t<i>i>oi tunitv will be found <>f qirirrellniß "ith Sii Dillon P.oll •«) as to necessitate his resignation. In that case Sii Julius, without doubt, would be appointed his successor.
Tht Railway Workg. I hoar on good authority tli.it the railway conti.icts sit present lot are f.ir in e\eei-> of the amount of money avml.iblo for then eonHtruction, and s<iini> •»t.irtliiiprc\cl.itum-.aic expected when tlm llou^o is put in full poiscrision of the fi^mc^ under tins head.
Sir J. Vogel's Claim. The enquiry into Sir Julius Vngpl'i claims 011 tlio colony is *till proceeding in tho Public Petitions Committee, and the esidence of the Treasurer and Bii (!e<>if,'o (irey has been taken at grp.it length. It is quite likely the committee would nnko no dehnito recommendation, as it is l.ugely composed of (!i>\ eminent suppoitci-<, who would probably not caio to \ote against tlie Treasurer. It" would not be suiinising if the report of the committee was tli.it they have no recommendation to make, but would leave the matter foi the decision of tho House.
