Lovnov, August 5. The Colonial Federations Enabling Bill lias been parsed througJ^bmmittee. [special to PRF^^BciATro.v.] tPBBjj, August 3. Clause 31 is slijAtly amended. An amemiment of seq^n A, clauie 15, regarding the autnority of the Federal Council in lespect to the relations of Austr.ilasia with the islands of the Pacific, was withdrawn, the mover being unwilling to pie&s it if the colonies were desirous of it 3 passage. Mi Bijce with diew bis amendment, adding a bankruptcy section to clause Id, on the lion F. Stanley admitting that that matter had beon otherwise provided for Mr G. J Goschen beint; absent, his motion for the omission of clause 31 was not moved Mr W. E. Foister congratulated the House on passing the bill, and believed that the colonies would suffer no injury by it ; but, on the conti.iry, that such a federation would be producthe of gieat benefit.
Later. Clause 31 of the Federation Enabling Bill, which is as follows :— ' This act shall cease to be in operation in respect to any colony, tne Legibldtuie of which shall ha\e passed an act or ordinanco dcclaiing that the same shall cease to" be in force therciu, pro\ ided nevertheless that all acts of the Council passed while thi3 act was in operation in sucli colony shall continue to be in force therein, unless altered or repealed by the Council, or unless repealed as to such colony by the Legislature theieof," Ins been amended on the motion of the lion. Colonel Stanley, by leasing out the labt words from " Unless altered or repealed."
