Sir Peter Scratch ley, High Commissioner of New Guinea, asks the Victorian Government for a loan of £2000 without interest for the purpose of this administration, the amount to be repayable at some future time. Mr Service, however, has declined to increase the contribution already promised by Victoria until he has been fully apprised of the intention of the Imperial Government regarding New Guinea.
