Although not more than about a third of the Members are in their places the Government has determined to commence the real business of the session out of hand. We are told that the policy bills w ill be brought down, without loss of time. It is not worth -s\hile to speculate on the reasons for this hurry as some of our contemporaries .ire doing. It is, however, very improbable that the Government is acting in this regard on strategical lines, for the simple reason that no measure has any possible chance of going through the House before .ill the liepresentati vesh.ix c arri\ ed, and because Sir Julius Voge],ntuny rate, must know that any attempt in that direction would alienate many who at the present moment are quite prepared to deal with everything on its own merits. The present Cabinet can only letaiu office b> j the adoption of a policy of conciliation, and nobody knows this, better than they do theinseh es. Their is little in the Speech that calls for critical treatment. Addresses from the Throne are nowadays merely formal affairs, taking the place of the prologue at the theatre, and nobody expects that they will disclose the details of the Go\ eminent policy. Moreover, in the present instance there is really -\ cry little to disclose. Ministers in their public utterances have fairly indicated the character of the measures to be brought forward, in terms much more explicit than could be expected m the Governor's Speech. The main objects to which the Government will devote its energies are the Native land question, local go\ eminent, and railway reform There are, of course, numerous other matters, but though they are important, they are not, like, those we have named, special, but rather ordinary in their character. It would be idle to say that no reform is called for in respect of the three subjects we ha\e mentioned, but the country is by no means agreed upon the direction which such reform should take. The Go\ eminent and the House may tackle the question of railway management without hesitation, in the sure faith that \\hate\er they do they cannot make things worse than they are at the present time .But inteifeience with the land system and with local government mny bring about serious and lamentable consequences. We do not purpose referring to these questions just now, as an opportunity will soon be presented for dealing with them in detail. We lm\p, however, just one word to say on the general policy. We are afraid that an attempt will be made this session by the ultra-ra.die.al section in the Cabinet to abiogate the arrangement which was tacitly agreed to by the party when the Government took office.
