HEALTH OF THE KAISER. Berlin, May 31.
Tiik Agents-General for the Cape of Good Hope and the Australian colonies ha\e presented a joint petition to Mr Childeis, Chancellor of the Exchequer, asking for a reduction of the wine duties, in view of the fact that a rupture lias occurred in the negotiations for a commercial treaty with the Spanish Government.
The latest bulletins regarding the health of the Emperor William states that His Majesty is decidedly better.
