A Rri'HVNLY Officer. — A lieutenant attached to the new Governor of the Amooi Province, and formerly an aide tie camp to Geneial TchernaipfF, late GovernorGencial of Turkestan, has b"en at tested and taken to Nertchinbk for shooting a postmaster. On entuing the post station the lieutenant assumed the well know n blustei ing manner of some Russian officials, and was quietly requested not to frighten the postmaster's sic'c child The impatient officer at once stiuck thp postmaster with his fist, and then shot him dead with his revolver. He drove off, revolver in hand, but was arrested after some rather rough treatment, at the next station. Even in these remote regions it is evidently no longer possible for Russian officials to oveiride all considerations ot humanity with impunity. It had been generally supposed that any insignificant official travelling in these distant parts had a right to murder anyone who was at all opposed to ovei bearing insolence.
