President Cleveland delh ered his inaugural message to Congress today on assuming office. Hifa speech
riuttinn.s the principle of the Monroe doctrine, and urges the avoidance of entangling alliances with other countries. It recommends reform in tho Civil Service, and the granting of equality to freedinen, the repression of polygamy, and the exclusion of the Chinese from the United States.
