It transpires that Major • tieneral Scratchley't instructions are to invite the colonies to increase their contributions towards the cost of the New Guinea protectorate, while the Imperial Government undertakes not to expend more annually than the amonnfc contributed. Under regulations for the government of British territory in New Guinea, trade will he permitted in all article* of commerce ex cqit firearms and evplosives : land sales will take place under direct official supervision, and measures will be adopted to impiove the native labour traffic.
