Lord Randolph Churchill is about to visit India. la the House of Commons, to day, a motion introduced by Mr Labonchere for a reform of the House of Lords, was negatived on a division by a majority of 71 votes. A conference took place to day between Mr Gladstone, Lord Salisbury, and Sir Stafford Northcote. It is understood that the conference was ananged with reference to the questions of the extension of the franchise and the redistribution of seats, but no authentic information as to the result has yet transpi.ed. Lord Edmund Fitzmaurice, in reply to a question in the House of Commons to-day, stated that the efforts which had j been made by the Government to mediate between France and China had proved entirely fruitless. Cape Town, November 21. Telegrams have been received here reporting that the Dutch have hoisted the flag of the Transvaal Republic in Mbntsioa's territory, and promiso to support the native raiders in Bechnanaland. However, it is believed here that the Transvaal Government disavows any participation or interests in the matter. Berlin, November 1. The Conference on the Congo question is still proceeding here, and it is expected that a general agreement will be arrived at by the plenipotentiaries. The British delegates, following those of Germany and France, have consented to recogni3e the territory occupied by Stanley's International Association as a iree state.
