London, November 19. Mb Stkwaut, the Liberal Candidate, has been elected for the Hackney constituency, the seat for which was rendered vacant by the death of the Right Hon. Henry Fawcett, by a majority of 6000. Sir Thomas Brassey lias been appointed Secretary to the Admiralty, vice Mr i 'ampbell Bannerman. In consequence of the firm action of the English authorities in despatching tioops to the Isle of Skye, the effect has been to ovf>r-a«e the ciofters there. The homeward mails via Suez and Biindisi, dated Melbourne, October 9, were delivered here on Tuesday.
Berlin, November 19. The International Conference on the Congo question, now holding its meetings here, has appointed a committee to define the boundaries of the Congo district.
