[REtTTKR's TELEGRAMS.] [Received 10th, 2.45 p.m.] The Congo Conference. . v Bkrlik, Nov.'tnber 16. The Conference of the representatives of the Powers to discuss affairs in connectiou with the trade and navigation of the Congo and Niger rivers commenced its sittings yesterday. The delegates of all the European Powers assembled at Berlin. November 17. Sir Edward Malet, the British Ambassador and delegate at the Conference, announced that Kngland reserved rights in regai d to the Niger.
The Lords and the Franchise. London, November 17. In the House of Commons to-day, Mr Gladstone stated that, provided he was assured of the Franchise Bill passing the Lords during this session, he was ready to parley with the Opposition regarding the redistribution of scats or to introduce a bill for that purpose and push it through the House of Commons.
Increase in the Income Tax. Mr Childers, Chancellor of the Exchequer, has announced that the income tax is to be increased by twopence iu the pound.
The Cholera in Paris. Paris, November 17. Cold weather is now being experienced here, causing an abatement of the cholera epidemic.
[Received November 19, 2 p.m. The New Postmaster-General. London, November I], Mr George Shaw-Lefevere has been appointed Postmaster-Geueral, vice Piofessor Pawcett, deceased.
Russia and Khiva. London, November 17. It is announced thiit Russia has decided to annex Khiva in Centtal Asia in consequence of the Khan's misrule.
Cholera. Paris, November 16. The mortality from cholera ia lessening. Only 56 deaths occurred to-day.
The Lords Thawing. (Keceived 19th November, 2.30. p. m.) London, November 18. At a meeting of Tories yesterday, resolutions were passed agreeing to compromise on the Franchise Question. In the House of Lords last night the Franchise Bill was read a second time without division, and their Lordships then adjourned until to-day.
Federation. London, November IS. The conference on Imperial Federation has reas&embled. Several speeches have been made, and resolutions passed with a view to promote the objects of the meeting.
[Received November 19th, 1.40 p.m.] The Cholera in Paris. Paris, November 15. Seventy-five deaths occurred to-day from cholera.
The French in China. Ho so Kong, November 15. Tamstti, Formosa, has been occupied by the French forces.
Frozen MeatLondon, November 16. The cargoe of frozen meat on board the ship Lyttelton fiom Picton, and the steamship Florida fiom Wellington, arrived in fair condition. The cargo ex Dunedin from Oamaru, has been landed in good order.
