HAMILTON LEGISLATIVE ASSOCIATION.
The eecond sitting of the association was held in tho Public Hall on Tuesday evening. In the absence of Capt. McPheison, Mr F. A. Whitaker filled the Speaker's, chair. — Several new members were piopo^ed, elected and introduced. The Piemier announced that Mr W. Macgregor Hay had joined the Ministry as Attorney-General and Minister of Justice, and that the Governor had been pleased to confuni the appointment;. Hib Excellency had also been pleased to approve of the election of Capt. McPherson as Speaker. The Premier fuither announced that the Government had appointed Mr James B. Warner to the office of Solicitor-Genera], The Attorney-General pave notice to ask for leave to introduce a bill to amend the Electoral Laws. The following bills were introduced and read a first time ;— To amend the 'Rating Act, 187G (Mr T. G. Sandes, for the Speaker) ; to extend the franchise to women (Mr Johnson) ; to provide for the early closing of stores (Mr Pionch) ; to establish an Agricultural College in the Province of Auckland (Mr Smith) ; to amend the Municipal Corporations Act, 1876 (Mr Sandes) ; to provide a constitution for the association (Mr Smith) ; to amend the Education Act (Mr Barton.) On the motion of the Premier the standing orders were suspended to allow of the Constitution Act being passed through all its stages, and the bill was read a second titne and committed. In Committee (Mr Whitaker acting as chairman) the provisions of the bill were keenly criticised, but the whole of the clauses save one passed without amendment. The clause referred to provided that no religious subjects should be discussed, but after an exhaustive debate and several divisions the word " religions *' was struck out, and the words " controversial theological " inserted in lieu thereof. The bill was then read a third time and passed, an amendment by Mr H. H. Swarbrick, to have the bill re-committed, being lost. Mr Edgecumbe (Leader of the Opposition) resumed the debate on the Address-in-Reply. He said his fiiends had no desire to offer any factious opposition to the motion, arjd would pospone criticising the Ministerial policy unfci} the Government bills came on for second reading, The Premier, in moving the adjournment of the debate, expressed surprise at the attitude taken up by the Opposition, whom he Accused of shirking their responsibilities. The motion for adjournment was carried, and on the motion of the Attorney-General, the House, at 10.15 p.m., adjourned.
