[BY TKLKGRAI'H. — OWN OOKKKSrOSDENT.] YVkllingtox, Wednesday. Mb Locke's bill for amending the Native Lands Act, Duties Act, and Frauds Prevention Act, piovides that any European acquiring a share or shares of any block of laud either under Crown grant certificate or title or memorial of ownership, can apply to the land court for sub-divi-sion, and the court shall grant it. In case of leases, if the l.uid is only partly leased, the lessee can apply for sub division and have the rent abated. If the lease is complete and the lessee purchases some shaivs, he can gut the sub-dn isioti and get the lent abated in proportion. With respect to duties, they are to be paid annually or capitalised as the lessee desires. The Frauds Commissioner cm hold courts where he pleases, and at those couits appoint successors. Sir George Grey's t'ropeity Assessment; Bill defines the word "improvements" to mean houses and buildings, and includes fencing, planting, diainageof hind, lajing down to glass or to pasture, or anj other improvement, the benefit of which is unexhausted at the time of valuation. It then provides that, in assessing the value of all real property, the value of all improvements theieon shall hf tieducted, and the 1 educed value shall be taken to be that \<Uue which is liable to valuation.
