LEGISLATIVE COUNCIL. FRIDAY.

The Council met at 2.30, The Commissioner of Trades and Customs (Hon. Mr McLean) announced the formation of the new Government. He ieferred to the no-confidence motion, of which nwfcice had been given in another pl.tce, and proceeded to speak of the necessity of members sinking minor difference. Sir Geo. Wliitumre asked if the lion, genleu.nn was in order in making remarks to 'which other members could not reply. The Speaker thought Mr McLean was transgressing the rules of debate in doing so. The Commissioner of Trades and Customs, in concluding his remark*, -aid he had joined the pie.sent Government because he thought that from his experience he could assist in working out the position of the country at the present time. On the motion of Col. Btctt, it was agreed that, all public petitions presented during last session and not finally reported on be referred to the Public Petitions Committee as if presented during the present session. Mr Miller was elected to act as chairman of Committees in the absence of Capt. Baillie. The Imprest Supply Bill was received from the Lower House, and the second reading was briefly moved by Mr McLean. Sir Gen. Whitmore, in speaking to the second reading, alluded to the constitution of the new Ministry, which, he said, was another edition of the Continuous Ministry. The bill was then read a second time, passed through committee without amendment, and advanced through its remaining stages. The Council adjourned at 2.55 p.m.
