[Received August ICth, noon.] The Imperial Parliament Prorogued, —The Queen's Speech-

London, August 15. Parliament was formally prorogued today by Commission. The Queen's speech was read by the Lord Chancellor, and expressed regret that several important measures which had been intro :uued had failed to become law. It stated that the friendliest intercourse continues to be maintained with the various Poweis, and alludes to the resumption of diplomatic relations with the Mexican Republic, laments the failure of the Conference on Egyptian affairs, and adds that the Government will continue to fulfil with fidelity the dutits arising out of the presence of British troops in the Nile val ey. The special mission of Earl North brook to Egypt will, it is believed, materially aid Her Majesty's counsels on Egyptian questions and the future steps to be taken in that country. Regret is expressed that Zululand, outside the reserve territory, is now in a disturbed state. Reference is made to the improvement which is manifest in Ireland, and to the prospects of the harvest throughout the kingdom. The speech announces that Parliament will be called together i in the autumn, and concludes by saying that the prevailing loyalty to the Throne and the respect shown t:> law inspires a belief that the national c.im is to pursue a course of order and moderation, and there is every appearance of a settlement, which will prove productive to the happiness and liberty of the people, and the strength of the Empire.
