London, March 31 It is announced that Sir Henry Brougham Loch, K.C.8., formerly Governor of the Isle of Man, has been appointed Governor of Victoria, vice Lord Normandy, .Sir Henry was previously connected with the British Embassy to China, and nt present ia one of Her Majesty's Commissioners for Woods and Forests. The annral inter-university boat race takes place on the Thames on Monday next. The funeral of the Late DiiUe of Albany will take place at St. George's Chapel, Windsor, on Saturday next. to-day. Gate Town, March 31. News is to hand that tribal hostilities have broken out in Basutoland, and heavy fighting is pioceeding over a huge area in both countries.
New York, March 31. A force of three thousand trosps is now in Cincinnati, with the object of preventing further rioting. The town continues in a very excited state. The recent fighting at Cincinnati has , ceased, and order has been restoied in that city.
