Electoral Reform. [Received March 26tli, 12.3 a.m.] Londok, March 25. Thk Electoral Reform liill wa-i under' consideration, on the motion for the second reading, in the House of Comi mons last night. .Lord John Manners introduced an amendment, of which h« gave notice, setting forth that the reform was not acceptable without a bill for the redistribution of seats. A debate was commenced on the motion, and lasted throughout the 3itting. The House is expected to divide on the amendment early next week.
