The Colonial Industiies Coirmission made the following report on the 12th day of Match, ISSO :—: — AGRICULTURAL PRODUCTS.— TOBACCO.

"Tins most important agricultural industry which has been biou^ht under the notice of the Commission is undoubtedly the cultivation of Tobacco for manufacturing pin poses. The evidence established the fact that any quantity of Tobacoo, equal in quality to tho finest Ameiium, cm be g]»w« m New Zealand, and that there is no teason uhy the whole of the Tobacco consumed in the Colony should not ultimately be pioduced and manufaccured in it. The indiiatiy would affoid profitable emploj - ment to cottage fanners, also to women

and children who would be engaged in manufactming, and would utilize large tracts of land, which at piesent are

cither waste or yielding but little, &c. "The Commission are assured that after five or six years' cultivation mid manufacture, Tobacco could be pioduced in New Zealand, equal in quality to any that is now imported, and that the industry once estnblished, the sameamount of revenue that is now raised by the Customs duty on imported Tobacco could be laised by means of stamps on the

locally-produc d Tobacco." The final repoit of the Colonial Industries and Tariff Commission, laid befoie the House of Representatives on the oth of September, 1881, on the culture and manufacture of Tobncco, was as follows :—: — ''That in order to cncoui age the growth and manufacture ot Tobacco in New Zealand, your Committee recommend that the duty on Tobacco grown within the colony should be l educed to One Shilling per lb. foi a peiiod of not less than five years." In accotdrincc with such recommendation, the following section was inserted into an Act of the year 1881, entitled " All Act to alter the Dufics of Customs and Excise" : — " In lieu of the bonus specified in sect'ou 12 of the Tobacco Act, 1579,' the following pro\isions bhall take effect on and after the passing of this act, namely : — The duty on Tobacco manufactured in the Colony shall bi One Shilling per Pound, and this rate of duty shall remain in force until the 31st day of December, 1886." The present duty on imported Tobacco is Three Shillings and Si v pence per lb., and on Cigars, Six Shillings. It is estimated that about two tons of Tobacco can be obtained from three acres of good land, and numbers of farmers have expressed their willingness to enter into contracts for the growth of Tobtcco at pi ices varying from h'vepence to tenpence per pound for all sound leaf according to quality. The Custom returns for the year 1882 show that duty wa3 paid in New Zealand, during that year, on ],080,.")7Mb«. of Tobacco, and 88,97211)8. of Cigais, or 486 i tons of Tobacco, and 30,-j tons of Cigars ; while the Victorian returns for 1881 show that the quantity of manufactured Tobacco impoited into that colony during the year was 1,30f),5391b5., and of unmanutactuicd leaf, 3G0,6571b5. Ihe market for Tobacco outside the Colonies is nhuo^l unlimited, and no difHpnlty will be found in advantageously disposing of any surplus amount that may be giown over and above what will be required for local consumption. Several manufactories of Tobacco and Cigars have been established iv the Colonies of Victoi ia and New South Wales, but up to the present time no manufactory has been established in New Zealand, nnd the Company will not have the disadvantage of competing with

The Company will be able to sell Tobacco and Cigars at a highly remunerative price to themselves for much less than even the present duty on imported Tobacco, so that the immense advantage of the development of this industry to the public who are smokers cannot bo too highly rated. The total number of faVmers now contracting is skty-uine, while the acreage under cultivation exceeds six hundred. It is intended that the Company shall take over the contracts which have been made in antipation of the formation of the Company. The Company is offering prices of from fivepence to eightpenoc per It) for the large varieties ; up to tenpeuce for Havana raw leaf. The Promoters beg to call the attention of intending investors to the fact that thevha\eno intention of buying land, or o'henvise expending money, except in furnishine farmers with the necessary fjuantitics of superior seeds and otheiwiac putting them in the way of harvesting tnvl drying the leaf. The Company are prepared to become purchasers of their crops at a price remunerative both to the growers and to the Company at
