Tub prorogation of Parliament took place to-day. The speech from the Throne stated that the harmony of England's diplomatic relations with foieign Powers continues unchanged. The scheme for the reorganisation in Egypt was steadily advancing, though the outbreak of cholera had ictarded the work of carrying the proposed measures into effect. The temporary occupation of the Khedive's dominions by the Biiti&h troops was unchanged. Pulleying with Fiance was now proceeding in a spirit of friendship regarding the recent occurrences in Madagascar, and confidence is expressed in the speech that a satisfactory result will be attained. The hopes which had been enteitained regarding the settlement in Zululand have not been realised; but while avoiding gtatmtous meddling in that countiy, it Mas determined to maintain the fulfilment of the engagements entered into, and to secure the border of Natal from aggression. The working of tlin Transvaal Convention has not been witisfactoiy, but Ministers would shortly di<«eu*>s the situation with the envoys who were about to aruve from that countiy. The ie\enuo bad proved equal to the estimates. Agrieultiuc had improved, and the state ot trade was sound. The condition of licland bad become'better. Tim Land Act Mas in wide operation, the anti-icnt agitation Jud bmi broken, nginuan outt.iges had Kiecreased, and thj murder society had been chocked.
