The penalty for any breach of this clause, as often as the same shall happen, 1 is fifty pounds ; and it is lawful for the ' Minister for Public Works, without any notice to the contractor, or any further process of law, to deduct the penalty or penalties from any moneys that may be 1 due or owing to the contractor under this • contract, or that may hereafter be due or ' owing thereunder.
