The workmen of every class shall be paid on the works if it be possible, or in some building adjoining, and in no case shall they be paid at a public-house or other place where liquors or refreshments are sold. The penalty for any breach of this clause, as often as the same shall happen, is fifty pounds ; and it is lawful for the. Minister for Public Works, without any notice to the contractor, or any further process of law, to deduct the penalty or penalties from any moneys that may be due or owing to the .contractor under this contract, or that may hereafter be due or owing thereunder. - k By order.
