Rome, Febuary 21. The relations between Italy and Tripoli liave, been -somewhat Jstrained recently. The Italian Consulate at Tripoli was insulted, and the Italian Government have now despatched'an ironclad to to suppoit its demands for jthe punishment of the persons concerned in the outrage.
[Received February^ 23, 2.5 p.m.] Paris, Febuary 22. M. Ferry, the new Premier, in the course of a speech in the Chamber of Deputies, to-day, urged the necessity of bringing the " pretender" incident to a close, and thereby solidifying the Republic, and avoiding irritating and fruitless debates.
