London, November 20. A semi-official statement from JJerlin announces that M. Giers, the Russian Minister for Foreign Affairs, is about to visit Prince Bismarck and the Emperor William. The visit is said to^ be for the purpose of cementing the friendship of the two Empires, and has no special political object. Dr Tait, Archbishop of Canterbury, who has been in failing health for some time past, has suffered a relapse, and his condition is now serious. Mr C. J. Kennard, Conservative, was to-day elected a member of the House of Commons for Salisbury, defeating Mr VV. H. Grenfell, the former Liberal member, who, having accepted the position of Groom of the Chamber in the Queen's Household, was obliged to seek re-election. In the House of Commons to-day, Mr George Trevylan, Chief Secretary for Ireland, stated, in reply to a question, that the Government are of opinion that the Unions are quite adequate to cope j with the distress now prevailing in Ireland. In the House of Commons to-day Sir Charles DilKe, Under-Seeretary for Foreign Affairs, in reply to a question, stated that diplomatic communications are now passing between the English and French Governments regarding the treaty under which France acquires certain territory in Madagascar.
The Frozen Meat Trade. Londojt, November 20. The cargo of frozen meat which arrived by the Cuzco on Saturday, has been found to be in good condition.
